Who usually qualifies
Many programs target first-time buyers (often defined as no ownership interest in the last three years), households under area median income limits, borrowers who complete approved homebuyer education and purchases under a price cap. Targeted occupations (teachers, first responders), veterans and specific ZIP codes sometimes have extra pathways. Citizenship or lawful residency and owner-occupancy rules almost always apply.
How DPA layers with your first mortgage
Assistance usually pairs with an approved first mortgage — often FHA or conventional, sometimes others. It may cover down payment, closing costs or both. Some programs require a specific lender network or rate sheet. Always compare net cost: a smaller down payment with a higher rate or tighter second lien is not automatically the better deal.

- Build program timelines into your offer deadlines
What to watch for
- Resale, refinance or subordination restrictions during the assistance term
- Owner-occupancy requirements and what happens if you need to move for work
- Homebuyer education certificates that expire or must be done before contract
- Stacking rules — what can combine with CalHFA, city, county or employer funds
- Property condition and appraisal standards that can disqualify a fixer
Inland Empire practical tips
Price points in parts of Riverside and San Bernardino counties can fit programs that coastal markets price out. Popular cities still move quickly — get fully pre-approved and as far as possible into program approval before you fall in love with a house. Veterans: compare with VA purchase loans
VA purchase loans often already allow little or no down payment. Still compare DPA plus conventional or FHA versus VA for your remaining entitlement, funding fee, monthly payment and long-term flexibility. For certain properties, Vendee financing is another path worth a conversation.
